Miss Nellie Allen was active with the WSPU in 1911 at least through until the close of 1913. In 1911, she took part in the suffragette boycott of the government census survey. She wrote across her form for 58 Marlow Moor Road, that 'Until women are recognised by the government as citizens, I refuse to do a citizens duty - No Vote - No Census' and she signed it Nellie Allen. The census official speculates on the form, probably after a conversation with neighbours: 'I understand Miss Allen has a brother and a domestic servant living with her' none of whom were present. By 1913, Nellie was co-treasurer of the WSPU Manchester branch with Miss Wallwork: the two using an office at 32 King Street West.
